Sri Lanka has developed a standard operating procedure (SOP) for foreign vessels, consulting with India in the process. Negotiations are ongoing regarding the Chinese vessel's visit. US Under Secretary Victoria Nuland expressed concerns during a meeting with Ali Sabry but acknowledged Sri Lanka's SOP. Sabry also expressed the desire for closer ties with India, particularly in areas such as electricity, renewable energy, tourism, and port shipping connectivity.

Ahead of his address at the 78th UNGA session, Indian External Affairs Minister S. Jaishankar met with top UN leaders, including Secretary-General Antonio Guterres and President of the General Assembly Dennis Francis. They discussed India's G20 Presidency, sustainable development goals, and Security Council reforms. Guterres appreciated India's cooperation and leadership in the G20. They also talked about global challenges like Afghanistan and Myanmar. Francis praised India's G20 Chairmanship and discussed UNSC reforms and Sustainable Development Goals Summit outcomes. Jaishankar appreciated UNDP's engagement, met the UAE's Foreign Minister Abdullah bin Zayed Al Nahyan, and had discussions with Madagascar's Foreign Affairs Minister Yvette Sylla on development partnership and cooperation.

Canada alleges that Indian government agents may have been involved in Nijjar's death, a claim India vehemently denies. A CCTV video has emerged showing the moments leading up to the fatal shooting of Khalistani terrorist Hardeep Singh Nijjar outside a gurdwara in Surrey, Canada in June. The 90-second video reviewed by The Washington Post shows Nijjar's truck and a white sedan driving in parallel before the sedan blocks his path. Two armed men in hoodies then approach the truck and open fire. Over 30 bullets were fired at Nijjar before the gunmen fled. The video has been shared with Canadian investigators. The report also highlighted that there was initially the bickering between Surrey police and RCMP over who would head a probe into Nijjar's killing.

The Canadian government cited recent developments and negative sentiment toward Canada on social media in India as reasons for the advisory. Tensions erupted after Canadian PM Justin Trudeau accused Indian agents of potential involvement in Nijjar's murder in British Columbia. India angrily denied the claims and expelled a senior Canadian diplomat in retaliation. The updated advisory comes as the two countries remain locked in a heated row over the allegations.

Referencing Trudeau's accusation that Sri Lanka committed "genocide," Sabry said it was a "total lie" that damaged Sri Lanka-Canada ties. Sabry also criticized Trudeau for honoring a former Nazi soldier in Canada's parliament. Sabry advised Trudeau not to interfere in other countries' affairs and to stop making polarizing statements that breed hatred.

In the week since Canadian PM Justin Trudeau accused Indian agents of involvement in the murder of Sikh separatist Hardeep Singh Nijjar, Canadian Sikhs have staged small protests outside India's diplomatic missions. About 100 protesters in Toronto burned an Indian flag, while 200 gathered at the Vancouver consulate. Under 100 protesters waved 'Khalistan' flags in Ottawa outside the Indian High Commissioner's office. Some called for the expulsion of Indian High Commissioner to Canada Sanjay Verma, who said authorities were informed of the protests and providing security. Canada has about 770,000 Sikhs, the largest Sikh population outside India.

At the recent G20 summit, leaders from the Five Eyes intelligence network including U.S. President Joe Biden raised concerns with Indian PM Narendra Modi about Canada's claims of Indian involvement in the murder of Sikh separatist Hardeep Singh Nijjar in Vancouver. According to the Financial Times, the U.S., UK, Canada, Australia and New Zealand specifically questioned Modi before Canada publicly accused Indian agents. India has rejected the allegations. The U.S. says it's in contact with India at high levels but giving no “special exemption.” The standoff has further strained Canada-India ties, putting Five Eyes nations in a tough position between the two allies.

Uttarakhand Chief Minister Pushkar Singh Dhami arrived in London on Monday evening for a 3-day visit to invite NRIs and industrialists to the Global Investors Conference to be held in the state in December. Deputy High Commissioner Sujit Ghosh welcomed CM Dhami a the airport. The CM aims to meet investors for the summit to drive robust growth in Uttarakhand.
