On May 15, 2025, Pakistan's Foreign Minister Ishaq Dar urged for a "composite dialogue" with India to address all contentious issues, including the suspended Indus Waters Treaty (IWT). India had put the IWT in abeyance following the April 22 Pahalgam terror attack, which resulted in 26 civilian deaths and was linked to Pakistan-based terrorists. Dar warned that any attempt to block Pakistan's water would be treated as "an act of war."
