Shaheen was radicalised during Jaish-e-Mohammed's drive to establish a women's brigade for psychological warfare in India, overseeing female recruitments. Investigators believe she helped pool Rs 35-40 lakh for funding the attack. She made multiple visits to Jammu and Kashmir and used encrypted medical welfare and NGO channels to mask fund transfers.
