US President Donald Trump has signed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, expanding Washington’s sanctions against Russia over its war in Ukraine. The law targets Russian officials, banks, energy interests and the country’s “shadow fleet” of oil tankers. It also authorises tariffs of up to 100% on goods from major buyers of Russian oil and gas, potentially affecting India and China. However, the legislation does not automatically impose a 100% tariff on India; Trump would have to exercise the authority provided by the law.
